Engineering Technician I / II / III

L-9 ($28.9749 - $39.2015) – Technician II

Normal Working Hours : Monday – Friday, 7:30 A.M. to 4:30 P.M. (Variable)
Job Summary: Under the direction of the City Engineer, is responsible for performing basic-to-high level engineering technical duties involving application of civil engineering technical principles, knowledge, and skills. Emphasis of the work is generally, but not exclusively, related to construction inspection of public infrastructure projects. Incumbent will be assigned in the basic (Technician I), moderate (Technician II), or high-level (Technician III) classification in engineering technical series based on prior experience, training, and/or education.
For Engineering Technician I:
An employee in this class performs routine technical engineering work including the assistance in the gathering of data, design, and preparation of engineering plans, drawings, project review, planning, inspection, testing, surveying and construction of public infrastructure projects.
For Engineering Technician II:
An employee in this class performs moderate technical engineering work including gathering data, assisting in the design and preparation of engineering plans and drawings, project review and planning, resident assistance, inspection, testing, surveying and construction of public infrastructure projects.
For Engineering Technician III:
An employee in this class performs difficult technical engineering work such as managing constriction of or assisting in designing streets, drainage structures and utility installations. This work is generally more technically difficult than would be performed by the other Engineering Technician classes.
The City of Wadsworth is a unique community for a city of 24,000 residents due to the robust service offerings including water (distribution and treatment), sewer (collection and treatment), storm water, parks, sanitation, electric (distribution & traffic signals), and communications (internet, cable, & phone). The engineering department oversees or assists with the capital improvement projects for these service areas as well as coordinates an annual $1M street improvement program. The engineering department also has a key role in the development and business expansion of our community and creating a business-friendly climate. All city departments’ work together to create “A Service Unmatched” for our customers.
Essential Duties and Responsibilities: Examples of job responsibilities may include, but are not limited to the following duties:
Engineering Technician I:
INSPECTION
- Performs inspections on public works projects for compliance with City specifications, determining pay quantities and maintaining accurate inspection records;
- Compiles punch lists for public and private projects;
- Assists with the work and inspections associated with the annual improvement programs including but not limited to street sweeping, streets, annual bids, detention basins, sidewalks, capitol assets, and fire hydrants;
- Performs inspection on private projects for compliance with City specifications, determining quantities and maintaining accurate inspection records;
- Performs inspections on individual lot improvements such as sidewalks, driveways, water services, sewer and storm laterals;
- Investigate public complaints of involving utilities, drainage, sidewalks, driveways, streets, nuisance health or safety;
ENVIRONMENTAL PROGRAM ADMINISTRATION
- Assists in maintaining records for various programs
- Performs dry weather outfall screening
- Performs inspection on private projects for compliance with Ohio EPA;
- Assists in investigating illicit discharges;
- Provides stormwater public assistance;
- Inspects and maintains records on stormwater management facilities.
SURVEYING
- Assists and participates in a variety of land survey operations such as boundary, topographic, leveling, construction layout staking, as-built, and maintaining horizontal and vertical control networks utilizing a full range of survey equipment;
- Assists with deed research in land records to verify boundaries, ownership and encumbrances on parcels.
MAPPING
- Assists with preparation of maps and drawings using AutoCAD or hand drafting for City Standards, Annual Updates, City Maps, As-Builts, ERU Updates, etc.
- Assists with the development, maintenance and preparation of graphical information, including existing maps, plans, plats, charts, graphs, records and visual aids in a usable format.
DATA PROCESSING
- Assists in the preparation of final assessment costs, assessment splits and helps in the preparation of assessment rolls;
- Assists with the maintenance of record information including updates of maps, as-builts, digital scans, files, and databases of the department;
- Assists with the calculations of quantities and cost estimates for construction of streets, drainage structures, utility installations, water works, parks, buildings and other public work projects;
- Researches utilities and other information for public & City assistance
Engineering Technician II:
INSPECTION
- Performs inspections on public works projects for compliance with City specifications, determining pay quantities and maintaining accurate inspection records;
- Works with developers and contractors to complete punch lists and finalize projects;
- Performs work and inspections associated with the annual improvement programs including but not limited to street sweeping, streets, annual bids, detention basins, sidewalks, capitol assets, and fire hydrants;
- Performs inspection on private projects for compliance with City specifications, determining quantities and maintaining accurate inspection records;
- Performs inspections on individual lot improvements such as sidewalks, driveways, water services, sewer and storm laterals;
- Investigates complaints involving utilities, drainage, sidewalks, driveways, streets, nuisance health or safety.
ENVIRONMENTAL PROGRAM ADMINSTRATION
- Maintains records for various programs
- Compiles data for annual stormwater reports
- Performs dry weather outfall screening
- Performs inspection on private projects for compliance with Ohio EPA;
- Investigates illicit discharges;
- Provides stormwater public assistance;
- Inspects and maintains records on stormwater management facilities.
SURVEYING
- Assists with survey operations such as boundary, topographic, leveling, construction layout staking, as-built, and maintaining horizontal and vertical control networks utilizing a full range of survey equipment;
- Assists with deed research in land records to verify boundaries, ownership and encumbrances on parcels.
MAPPING
- Assists in the creation of a working set of civil construction plans, including but not limited to plan/profile, cross sections and details utilizing AutoCAD Civil 3D, based on the design provided by the Project Engineer;
- Develops, maintains and prepares graphical information, including existing maps, plans, plats, charts, graphs, records and visual aids in a usable format.
DATA PROCESSING
- Assists in the preparation of final assessment costs, performs assessment splits and prepares assessment rolls;
- Maintains record information for updates of maps, as-builts, digital scans, files, and databases of the department;
- Performs research, planning, and implementation of new or improved engineering programs or projects;
- Calculates quantities and cost estimates for construction of streets, drainage structures, utility installations, water works, parks, buildings and other public work projects;
- Researches utilities and other information for public & city assistance.
Engineering Technician III:
- All items of an Engineering Technician I and II.
- Designs, and calculates rough quantities and cost estimates for construction of streets, drainage structures, utility installations, water works, parks, buildings and other public work projects
- Manages the escrow program including establishing funds with banks and the release of funds to developers.
- Prepares final estimates of cost and calculates assessments
- Manages and inspects multiple construction sites to ensure that construction follows approved plans and specifications.
- Maintains records and prepares reports as required.
- Manages the City Sidewalk Program including inspections to determine where repairs are needed, contacting homeowners, soliciting bids for repairs, inspection of all repairs; resolves disputes between contractor and homeowners relative to the repairs.
Knowledge, Skills, and Abilities:
- Knowledge of or ability to learn civil engineering methods, procedures, practices;
- Knowledge of or ability to learn stormwater regulations;
- Knowledge of or ability to learn land surveying methods, procedures, practices;
- Knowledge of or ability to learn construction inspection methods, procedures, practices;
- Knowledge of or ability to learn tools, methods, materials used in the construction of streets and utilities;
- Working knowledge of appropriate safety precautions and procedures including but not limited to trench safety, confined spaces and fall protection;
- Working knowledge of the City of Wadsworth Engineering Rules and Regulations, City ordinances, City employee handbook (To be learned on the job).
- Knowledge of or ability to learn civil drafting, principles, techniques and the use of Autocad and other Civil Engineering software programs;
- Knowledge of or ability to learn the operation of spreadsheets, databases and word processing programs;
- Skill in assessing and prioritizing multiple tasks, projects and demands;
- Good customer relations skills including the ability to be empathetic while still being firm with the City’s policies;
- Knowledge of or ability to learn to use a variety of field and office equipment and technology for surveying and engineering;
- Knowledge of or ability to learn to read, interpret and understand blueprints, plans and specifications and complex levels of technical information,
- Ability to keep clear and accurate records and reports;
- Ability to establish and maintain effective working relationships with associates, City officials, contractors, engineers, and the general public.
- Ability to bend, reach for extended periods of time and climb in and out of trenches;
- Ability to lift/manipulate objects weighing up to 50 lbs; heavier items with assistance;
- Ability to work in inclement weather, heat, cold, rain, snow, for extended periods.
Minimum Qualifications for Employment:
Possession and maintenance of a valid State of Ohio motor vehicle operator’s license and the maintenance of insurability with the City’s general liability policy, and
Engineering Technician I:
- Completion of an associate’s degree from an accredited university or college in civil engineering, surveying, or construction technology, and two (2) years of experience in construction, inspection, drafting, environmental regulations, and/or field surveying. Additional education from an accredited university or college may substitute for some experience if deemed related,
- Or, Completion of an associate’s degree from an accredited university or college in a related science or technology field supplemented by training in surveying, civil engineering and construction, and two (2) years of experience in construction, inspection, drafting, and/or surveying. Additional education from an accredited university or college may substitute for some experience if deemed related.
Engineering Technician II:
- Completion of an associate’s degree from an accredited university or college in civil engineering, surveying, construction technology, or other related field and five (5) years of experience in construction, inspection, drafting, field surveying, and/or environmental regulations. Additional education from an accredited university or college may substitute for some experience if deemed related.
- Or, three (3) years of experience as an Engineering Technician I with the City of Wadsworth or equivalent municipality or other public entity.
Engineering Technician III:
- Completion of an associate’s degree from an accredited university or college in civil engineering, surveying, construction technology, or other related field and seven (7) years of experience in construction, inspection, drafting, field surveying, and/or environmental regulations. Additional education from an accredited university or college may substitute for some experience if deemed related.
- Or, three (3) years of experience as an Engineering Technician II with the City of Wadsworth or equivalent municipality or other public entity.
Special Information:
Employment is contingent upon the successful completion of a criminal background check, employment reference checks, a physical examination and a pre-employment drug screen. The final applicant will be required to submit to urinalysis prior to the appointment to test for illegal drug use. An applicant with a positive test will not be appointed to the position.
