Position Summary
The Shop Foreman - Boiler Operations provides hands-on supervisory leadership for
24-hour boiler plant operations at a U.S. Environmental Protection Agency facility in
Cincinnati, Ohio. This role supervises boiler operators across three shifts and is
responsible for maintaining safe, reliable, and compliant plant operations in a federally
regulated environment.
The position serves as the on-site operator in charge for shift-based operations,
emergency decision-making, maintenance coordination, and day-to-day workforce
leadership. In addition to supporting continuous boiler and HVAC operations, the Shop
Foreman supports snow removal activities and takes on IDIQ task orders and related
projects that fit within the required skill set.
This role requires strong leadership in a high-paced operational environment, sound
technical judgment, and the ability to enforce safety, environmental, and site-access
requirements while maintaining accurate documentation and operational continuity.
Core Responsibilities
Operations & Shift Supervision
• Supervise and participate in the operation and maintenance of high-pressure
boilers, associated HVAC equipment, and auxiliary systems in a 24/7
environment.
• Assign shift responsibilities and ensure effective coordination across all three
boiler operations shifts.
• Maintain operational continuity, monitor plant status, and provide direct field
leadership to boiler operators and support personnel.
Personnel Management & Leadership
• Support interviewing and selection of employees and assist in drafting position
descriptions, performance standards, and performance appraisals as required.
• Resolve employee issues and grievances at the supervisory level and reinforce
company standards of conduct, attendance, and accountability.
• Lead training, coaching, and day-to-day supervision in a high-paced operating
environment.
Operational Control & Emergency Authority
• Act as the operator in charge for technical decision-making during abnormal
conditions, equipment issues, or emergency response situations.
• Approve overtime and adjust staffing or work assignments to support site
requirements and operational readiness.
• Analyze operating conditions and initiate immediate corrective actions when
plant reliability or personnel safety is at risk.
Maintenance & Testing
• Direct preventive maintenance activities, including washing and cleaning boilers,
tubes, pumps, and related mechanical equipment.
• Inspect and verify safety devices and controls, including low-water cutoffs,
safety valves, burner management systems, and combustion control systems.
• Coordinate troubleshooting, repairs, and follow-up maintenance to restore
equipment to safe operating condition.
Compliance, Safety & Environmental Oversight
• Ensure operations comply with OSHA requirements, EPA environmental
standards, and applicable ASME Boiler and Pressure Vessel Code
requirements for plant operations.
• Maintain oversight of plant safety procedures, including confined space entry
requirements for tight-access points such as 12 x 16 manways where
applicable.
• Enforce stop-work authority, safe work practices, and site-specific federal
access and security requirements.
Reporting, Documentation & Logistics
• Maintain accurate logs and records for plant conditions, fuel consumption, water
chemistry, operating issues, inspections, and corrective actions.
• Order and coordinate supplies, tools, chemicals, and equipment required to
sustain continuous plant operations.
• Support required contract, safety, maintenance, and environmental reporting for
the site and internal management.
IDIQ & Site Operations Support
• Support execution of IDIQ task orders and small projects aligned with the role's
operational and technical skill set.
• Coordinate snow removal operations and other site support functions as needed
to maintain facility operations.
Organizational Impact
This position strengthens Capital Brand Group's ability to maintain continuous,
compliant boiler operations at a federal facility, support responsive execution of IDIQ
and facility operations work, and provide reliable on-site leadership for safety,
maintenance, and personnel performance across all shifts.
Qualifications
• Experience in construction and IDIQ contract or task order management
preferred.
• Working knowledge of boiler operations, HVAC systems, and mechanical
equipment required.
• Prior leadership experience in a high-paced, operations-driven environment
required.
• Experience supporting federal facilities or regulated sites preferred.
• Strong understanding of safety management, preventive maintenance practices,
and operational compliance expectations.
Required Skills & Knowledge
• Deep knowledge of burner management systems, combustion control systems,
and boiler water treatment principles.
• Ability to analyze mechanical and operational failures and initiate immediate
corrective actions.
• Working knowledge of confined space entry, industrial boiler safety procedures,
and field troubleshooting methods.
• Ability to maintain accurate operating records and communicate clearly with
operators, project management, and site stakeholders.
Physical Requirements & Working Conditions
• Work is performed in a high-pressure steam boiler plant and associated facility
spaces.
• Position is subject to extreme noise, dust, dirt, temperature variation, and
elevated ambient heat conditions.
• Frequent climbing, walking, standing, bending, kneeling, and crouching are
required.
• Must be able to frequently lift materials, parts, tools, or chemicals weighing 25
pounds or more, including lifting above shoulder height when required.
Federal Site Access Requirements
• Must be able to obtain and maintain required EPA site access, federal badging,
and any site-specific credentials required for unescorted access.
• Must successfully complete any background screening, onboarding, safety
orientation, and site access training required by the facility or contract.
• Must comply with all federal site security, drug-free workplace, safety, and
environmental requirements applicable to the assigned facility.
