Summary
The Site Director- Columbus oversees the operational management of the DFAS Columbus and DFAS Limestone sites and leads Department of War (DOW)-wide programs supplying global financial shared services to U.S. Department of the Air Force (DAF), the U.S. Space Force (USSF), the Defense Logistics Agency (DLA), the Defense Information Systems Agency (DISA), and other Defense Agencies and Field Activities (DAFAs).

Duties
- Provides strategic direction, leadership and oversight for DFAS Columbus and DFAS Limestone site operations consistent with Agency and DOW mission, vision, values and goals.
- Supports a large customer base and serves as the senior DoW executive for the contract pay center of excellence.
- Leads, develops and implements agency strategy regarding legislative changes, technological modernization, and changes in governmental policies and procedures involving important Accounting and Finance and resource management issues.
- Reviews and approves budget estimates and financial plans; presents and defends the sites' budgetary requirements, ensuring that programs and policies are implemented in accordance with Agency and DoD objectives and strategic financial goals.
- Collaborates with all levels of DoW, military components, other Federal agencies (e.g., OMB, Government Accountability Office (GAO), General Services Agency (GSA) in execution of agency mission and in support of operational infrastructure.

Qualifications
This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.
This position has a positive education requirement. To qualify you must meet one of the basic requirements described below:
1.Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
2. A combination of education and experience- at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education and training that provided professional accounting knowledge AND 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of Business Law; OR a certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through written examination.

In accordance with Department of Defense (DoD) Instruction 1300.26 "Operation of the DoD Financial Management Certification Program," this position requires you to obtain an Level 3 Certification under the DoD Financial Management Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position. Failure to become certified within the required timeframe may be grounds for removal. from the position and/or Federal service. - Current and Former Career SES members, and graduates of SES CDP programs with OPM Certified ECQ's need to only address the technical qualifications (and need not respond to the Executive Core Qualifications (ECQs)). Graduates of an approved SES Candidate Development Program must include a copy of their OPM certification of eligibility.
- Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need.
- The incumbent must be eligible to obtain and maintain, at minimum, a Top Secret security clearance.
- The incumbent is required to comply with the provision of the Ethics in Government Act, Public Law 95-521, as amended, which requires the submission of a Financial Disclosure Statement, OGE 278, upon assuming the position, annually, and upon termination of employment.
- All newly appointed career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
- Executive Core Qualifications of the selectee are subject to approval from the Office of Personnel Management (OPM) unless selectee is currently servicing under a SES appointment, is an OPM CDP Graduate, or has SES Reinstatement eligibility.
- Tiering: The Office of the Secretary of War structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope, breadth, functions and placement with the organizational structure of the Department. This is a Tier 2 position.
